 — planning at the health-housing interface for older people

AnnotationHousing issues are of fundamental importance to the health and independence of older people. Although previous research has repeatedly demonstrated the need for housing services for older people living in their own homes, there has been little impact on local planning systems, which have consistently failed either to quantify the need or to make any provision. This analysis of community care plans and the reports of Directors of Public Health confirms that little provision is being made for such services. The authors look at the historical and policy context to explain the division of responsibilities relating to health, housing and community care service provision. Using their research results, the authors seek to identify the problems and blockages preventing the free flow of information on housing needs that affect health, and so prevent appropriate planning and budgeting. They propose: the collection of data from both frontline staff and older people themselves; new roles and duties for Directors of Public Health which will influence mainstream planning; providing resources for additional services; and making housing needs visible.
