Transferring local authority residential homes to the independent sector
 — the Worcestershire experience

AnnotationA decision to transfer responsibility for most of remaining in-house residential provision in Worcestershire had major implications for the structure of the social services department (SSD). Moreover, for those staff and residents employed or living in the homes, the consequences were personal and profound. Issues concerning future tenure for staff and residents were identified early in the process as key indicators that would affect the success of the transfer. The tender documentation clearly set out requirements for prospective purchasers to safeguard the future placements of residents and employment of staff. The transfer of the homes as a trade sale to Heart of England Housing and Care (HoE) took place in July 1999. This article outlines previous residential home sales by Hereford and Worcester County Council, the factors in Worcestershire's decision to sell its homes, the transfer process, consultation, and implementation.
