AnnotationThis is a detailed commentary on personal social services (PSS) performance indicators required from 1998/99 for the PSS Performance Assessment Framework published by the Department of Health (DoH) in July 1999, following the consultation process. Commentary in this paper has been collated from a variety of sources, including information managers within social services departments (SSDs). It is provided to directors of social services and others initially to assist in interpreting published PSS Key Statistics by the DoH, and to assist in completion of the 1999/2000 Key Statistics returns and Citizens Charter and the proposed best value (BV) performance indicators (PIs). The paper provides commentary on the sources of data used in the performance assessment framework (PAF) and Audit Commission indicators, and the problems which definitions of both the DoH and the Commission may present. It also offers: some issues relating to interpretation; suggestions about possible further local analysis; policy issues; and suggestions about linkage between indicators. (RH).
