AnnotationDespite Medicare, older persons in the US are exposed to substantial out-of-pocket health care cost burdens. Using data from the 1995 Medicare Current Beneficiary Survey, this study analysed the current size, distribution, and burden of out-of-pocket expenditures. Expenditures averaged 19% of income for full-year Medicare beneficiaries alive during all of 1995. In bivariate analyses, higher burden subgroups included those in poor health, those aged 85 and over, and those on low income. Those relying on fee-for-service Medicare only or with self-purchased supplemental insurance experienced more burden than those with employer-sponsored coverage or in HMOs. (AKM).
