AnnotationThe National Care Homes Association (NCHA) welcomes the Government's commitment to national standards, for which it has campaigned for many years. The standards as produced will in part meet the Government's objectives of promoting the health, welfare and quality of life of residents. NCHA's main objection concerns the concentration on those things that can be easily measured (i.e. the physical environment). NCHA also suggests that the standards should not seek to interfere in matters where inspectors have no expertise (e.g. health and safety, and fire protection). The remaining standards are considered as a fair attempt at setting a national standard. NCHA suggests that proposals such as those relating to training should probably be set as a benchmark so that homes can be assessed annually as to their progress in attaining the standard. Most difficult to attain and needing further work concerns staffing levels: staff recruitment is becoming increasingly difficult. The standards should also await the establishment of the Commissions for Care Standards. This submission comments on the "Fit for the future?" consultation document point by point. (RH).
