Annotation | Calls to Counsel and Care's advice service provide evidence that choice of care - an objective for service delivery under the NHS and Community Care Act 1990 - is being restricted. This report builds on earlier work undertaken by Counsel and Care on quality of care provided to older people living in residential care and nursing homes. It describes steps taken by local authorities to protect or improve services within financial constraints, and how some authorities respond to older people's needs. Experiences concerning choice of accommodation, how care is paid for, and timing of assessment are examined. A case study of a shire county illustrates the types of problems encountered. The report was compiled at a time when future funding of long term care has been examined by the Royal Commission. The Office of Fair Trading (OFT) has identified home care residents as being consumers, and the Department of Health (DoH) has published national standards for the conduct of homes. In publishing this report, Counsel and Care's main concern is for the establishment of a regulator for the care sector. (RH). |
