AnnotationThe purpose of the review is to assess the extent to which people in Leicester are well served by social services. It considers: how services are arranged for individual people; how the care needs of the population are planned for; how the authority manages performance and quality; and how well available resources are being used. The Joint Review team found that many people are well served by their social services department (SSD). However, care management was not consistently delivered: some people had difficulty in getting access to an assessment, with under-representation among service users of minority ethnic groups. Five key issues are identified for follow-up: getting access right (e.g. for carers' assessments); valuing diversity (considering planning, services and staffing to reflect the population); partnership (with users, the independent sector and community organisations); developing strategic coherence; and developing performance management systems.
