| Annotation | The purpose of the review is to assess the extent to which people in Carmarthenshire County Council are well served by social services. The review considered: how services are arranged for individual people; how the care needs of the population are planned for; how the Authority manages performance and quality; and how well the available resources are being used. The Authority is compared with a group of eight similar Welsh local authorities. The Joint Review team concludes that many people in Carmarthenshire are kept safe by the intervention of social services. Most receive good quality services, but a few are poorly served through lack of appropriate support. Key issues requiring attention are: prevention and rehabilitation as well as protection; lack of strategic direction and commissioning focus for adults and older people; allocating resources according to needs; weak partnerships for delivering integrated and cost-effective care; and lack of focus on users and carers. The responses of users and carers in Carmarthenshire are compared with those of users and carers in the other authorities where surveys have been completed. The report's text is in English and Welsh.
