Annotation | Age Concern England (ACE) hopes that the Department of Health (DoH) consultation on "No secrets" will promote an active, consistent and co-ordinated approach to dealing with abuse of older people. ACE's response welcomes the attempt to find a balance between protection and individual rights (particularly for those with dementia). Increased cross referencing between "No secrets" and "Making decisions: the government's proposals for making decisions on behalf of mentally incapacitated adults" would assist in finding this balance. Also commented on are: the need for guidance on protection for people in unregulated settings; issues of confidentiality; and consideration about when volunteers and informal community activities fall within the scope of the guidance. Given that the full extent of abuse is largely unknown, the inclusion of local and national data collection and promotion of research is welcomed. (RH). |
