AnnotationAge Concern is strongly in favour of the principle of having clear standards for residential and nursing care, but is concerned that inspection alone cannot guarantee safe, high quality care. Residents and their carers must be involved in monitoring standards; and care must be reviewed regularly. Whether standards are at the right level, "Fit fot the future?" does not distinguish between registration and inspection standards. The Age Concern response comments on: local flexibility in applying standards in existing homes in response to the wishes of residents; the right to a secure home; when homes close; small homes; policies and procedures; participation by residents; and residents' finances. Concerning the timescale for implementation, main barriers are the unavailability of suitably qualified staff, and difficulties in encouraging carers to obtain qualifications. Residents need to be protected against poor services: whilst sanctions against homes might not be invoked before April 2002 (because legislation is required), the document could be used as a basis for judging whether sanctions were needed against homes placing residents at risk, or where practices were detrimental to residents' welfare.
