AnnotationAge Concern England (ACE) supports the recommendations that: in planning its public service provision, the BBC should define clearly the purposes of each service; and new public services should be tested through wider consultation, particularly with consumers. ACE submitted a written response and was also called to give evidence to the Panel. Consideration of the existing unsatisfactory television licence concession formed the main part of both submissions. The change from analogue to digital television is seen as being technology rather than consumer led, and its affordability is questioned. (RH).
