Annotation | Age Concern England's main interest in the consultation document is in the effect of the proposed changes on those home care providers currently organised on an agency basis, and the impact this will have on older people who depend on their services. Is is essential to improve the protection of vulnerable older people against unsuitable agency staff. Instances of poor standards in home care agency provision have come to the attention of ACE: proposals to improve quality of services, and to ensure minimum standards in employment practice are supported by ACE. Of particular concern are proposed increases of the VAT burden on providers using agency arrangements: such costs will inevitably be passed on to older people who purchase services. (RH). |
