AnnotationThe Working Group chaired by Norman Warner was asked to cover a number of topics around the theme of "active community involvement". Under-represented groups in volunteering include retired people. A more strategic approach, with stronger national structures and government support, opportunities for involvement by corporate, public and voluntary sectors, and better access to information are recommended. Demonstration projects showing new ways of working locally are proposed; and local organisations should be encouraged to publicise successful examples of community involvement. More should be done to encourage a culture of giving, including reviewing of taxation aspects such as payroll giving. The Government should publish and keep under annual review how much it receives from voluntary and charitable sectors in taxation, and should take steps to reduce that amount over the next five years. The Working Group recommends an action plan incorporating these points and others besides. (RH).
