AnnotationThe purpose of the review is to assess the extent to which people in Lancashire are well served by social services. It considers: how services are arranged for individual people; how the care needs of the population are planned for; how the authority manages performance and quality; and how well available resources are being used. The Joint Review concluded that, overall, people in Lancashire are not consistently well served by social services. However, there are several local examples of high-quality services, including independent living and a day centre cited as good practice. Priorities recommended for action include: revising assessment and care management arrangements; developing comprehensive strategies for commissioning services; creating the framework of systems for ensuring quality and equity of services; clarifying decision making processes and lines of accountability; and bringing transparency to partnership working with agencies in all sectors. The county's social services are compared with those of similar sized authorities. (RH).
