Annotation | Europe has an ageing population. This article examines population projections and the implications of a declining population for the future labour force and fertility levels. The author asks whether government policies can or should influence fertility. Even if fertility rates remain at their present low levels, Europe's population will only shrink very slowly. (RH). |
