AnnotationThe national charter "Better care, higher standards" has been developed using the nine principles of public service delivery (Service First Unit, Cabinet Office), with the aim of making public services more accessible. This guidance for housing, health and social services sets out the action that authorities should take to implement the national charter, the links with other Government policies, and arrangements for performance management and review of local standards. Local charters should replace Community Care Charters, although this does not preclude use of information and targets already set out. An annex sets out policy and guidance references for six key priority areas: finding out about services; understanding needs; finding a suitable place to live; helping people to keep independent; getting appropriate health care; and helping carers to care.
